Q.1. What is "e-Tendering" on TPDDL e-Procurement Site?

Selected TPDDL Tenders are hosted on TPDDL e-Procurement site. All interested vendors can participate in such open/ limited tenders through this site. Vendors need to pay tender fee (wherever applicable) to get accesses to the online tender documents and can submit bids online from their desktops/ laptops. For Limited tenders selected vendors can participate.

Q.2. How do I get a valid User Id to access TPDDL e-Procurement application?

If you are an existing supplier to TPDDL and interested in participating in e-Tenders of TPDDL, please write a mail to srm@tatapower-ddl.com with your vendor code and other details as below:

e) Also attach a copy of Power of Attorney in favor of mentioned Contact Person for being authorized to receive user id and password on behalf of your organization.

For new suppliers interested in participating in e-Tenders in TPDDL, please apply for access authorization by clicking on the link available on TPDDL e-Procurement site.

The login id details shall be sent through email to the address mentioned by you for the same.

Q.3. What are the pre-requisites to submit tenders on-line?

Vendor should have the following:

1) A valid User id to access TPDDL e-Tendering application

2) Internet connectivity/ Broadband connectivity

3) Vendor's User should have a legally valid digital certificate from the licensed Certifying Authorities operating under the Root Certifying Authority of India (RCAI), Controller of Certifying Authorities (CCA) of India (only for tenders where Digital Signatures are mandatory)

4) Tender Fee where ever applicable should have been paid. For paying online tender fee credit card will be required. Alternatively payment through DD can be made at TPDDL office

5) Any other pre-requisites as mentioned in the tender

Q.4. How do I upload my tender documents?

You can upload your tender documents directly from your PC/ laptop in the designated folder created for you in Technical RFx section of the published RFx.

Q.5. Do I have to compulsorily submit my tender through the Internet?

Yes, for TPDDL e-tenders which are hosted on TPDDL e-procurement site, the bids have to be submitted online only through TPDDL e-procurement. However, documents which necessarily have to be submitted in originals like EMD or Tender Fee (in the form of BG/ DD as applicable) and any other documents mentioned in the tender documents have to be submitted at TPDDL office.

Q.6. What if I cannot download a softcopy of the tender or I have some problem/queries regarding your website?

Q.7. What if I need help while submitting my electronic tender?

If you need help while submitting your electronic tender, please contact our web administrators during Business Hours as per the details mentioned above in Q.6.

Q.8. What if I don't submit my tender through the Internet before the closing time of the tender?

TPDDL e-Tendering system does not allow you to submit the tender once the submission deadline of that particular tender is passed. You have to submit your tender before the submission deadline.

Q.9. What are the benefits in receiving / submitting tenders online?

Electronic or Online Tendering is just carrying out the same traditional tendering process in an electronic form, using the Internet. Using Online Tendering, the Bidders can:

1) Receive notification of the relevant tenders

2) Receive tender documents online

3) Submit Bids Online

4) Submit Tender Fee/ EMD online

Q.10. How Secure is it?

The security features incorporated in the application ensures that all activities are logged and no unauthorized person has access to data. Following are some of them:

1) Digital Signature: The solution includes capturing Digital Signature Authorized and certified by approved agency nominated by Controller of Certifying Authorities under ministry of IT, Govt. of India.

2) Process Validation: The Solution has been so architected that a user (TPDDL Officers/ Bidders) cannot view the commercial bid of any Bidder till the date & time specified for the opening of the commercial bid is due.

3) Unauthorized Access: The entire solution is behind a firewall and unauthorized access is not allowed. The login passwords of all users is encrypted at the database level. 128 bit SSL Certificate is also being used for communication between the browser and the web server. This ensures that all communication between browser and web server is encrypted and cannot be hacked.

4) Compliance to IT Act: The complete e-Tendering process is compliant with The Information Technology Act, 2000 of the Govt.of India.

Q.11. What is a Digital Signature?

A digital code that can be attached to an electronically transmitted message that uniquely identifies the sender. Like a written signature, the purpose of a digital signature is to guarantee that the individual sending the message really is who he or she claims to be. The Digital certificates used to create digital signatures are issued by a trusted certifying authority authorized by the Controller of Certifying Authorities of India.

Q.12. Who is a Certifying Authority?

A trusted third-party organization or company that issues digital certificates used to create digital signatures and public-private key pairs. The role of the CA in this process is to guarantee that the individual granted the unique certificate is, in fact, who he or she claims to be. Usually, this means that the CA has an arrangement with a financial institution, such as a credit card company, which provides it with information to confirm an individual's claimed identity. CAs are a critical component in data security and electronic commerce because they guarantee that the two parties exchanging information are really who they claim to be.

Q.13. Is any specific browser required to access the application?

Yes, only Internet Explorer 9.0 or above is to be used. Also make sure that all Cookies and Temporary Files are deleted.

Q.14. Reverse Auction cockpit not getting opened. What is the issue?

It seems that Java applet not properly installed. Please ensure that Java version XXXX is installed. In case, multiple Java versions are installed, then uninstall all such versions and install the latest version (Control panel - add/ remove programs)

Q.15. Can I change my bid after submitting?

Bid are advised to refrain from changing the bids post submission. Though the bid price can be changed but documents once attached in the Technical RFx section cannot be changed. Bidders must exercise extreme caution and check the factual details and final prices before clicking on "Submit". Till such time Bidder can save the bid by clicking on "Save".

Q.16. Do I need to submit my Technical and Price Details separately?

Yes, all Technical details are to be mandatorily submitted in the Technical RFx section of a particular RFx. This shall include all documents towards compliance to tender terms.

The Price Bid is to be submitted in the Price Attachment section of the RFx. Before putting the prices, bidder needs to check the RFx type, i.e. whether it is 'Simple Price' or 'No Price'. In both cases, bidder needs to be submit signed and scanned copy of price bid in the format as mentioned in the tender and attach the same. In case of 'Simple Price', the prices are additionally also required to be mentioned against each line item while preparing the bid response. These prices are to be inclusive of all applicable taxes, duties etc. on a per unit basis of that item.

Q.17. Can I submit the Tender Fee/ EMD as applicable online?

Yes, the tender fee/ EMD can be submitted online through payment gateway. However, if bidder choses to submit the tender fee in form of DD and EMD in the form of DD/ BG, then the details of the instrument (DD/BG) through which payment is being made are to mentioned in the 'Additional RFx Information tab'. The Bidder is to ensure that EMD and Tender Fee of requisite amount and validity reaches the concerned Contracts executive as mentioned in the tender well before Bid Submission Closing time as mentioned in the tender. Failure to do so, shall make your bid liable for rejection.

Q.18. I have Class-II Digital Signatures. Will they be enough or do I have to obtain Class-III Digital Signatures?

Class III Digital Signatures are required as per the IT Act 2000. Please note that only signing certificate is required, encryption certificate is not required.

Q.19. Can I see the prices of other bidders in Bid Opening?

In case you so desire, you may come to our Office for attending the Price Bid Opening event as per the scheduled date and time. Please note that your representative should carry a proper authorization with himself on your organization's letter head for attending such bid opening event.
